DENTON MP Andrew Gwynne has made an impassioned speech in the House of Commons about his fears about the congestion charge.
He told fellow MPs how his Denton and Reddish constituency was cut in two by the M60, the proposed outer charging zone.
This raised the possibility of residents being charged even for making short journeys within their town, he said.
“I have absolutely no answer to the young mum who came to my advice bureau recently. She lives in Audenshaw, one of the towns sliced in two by the M60, works in Ashton-under-Lyne, and travels away from the peak traffic flow in the morning and evening, so ordinarily would not be charged, but she has to drop her daughter off at a local private day nursery, which is in her community of Audenshaw and less than quarter of a mile from where she lives.
“Because it is on the opposite side of the M60, she would be charged £2 a day under the proposals. When she told me that that will not tackle congestion because she is not causing it, and that it will merely add £10 a week to her child care bill, I had no answer, and the Greater Manchester scheme has no acceptable answer either,” he told MPs.
Speaking after Tuesday’s debate, Mr Gwynne said Greater Manchester Transport Executive had not done enough to publicise the details of the plan.
“There are still a lot of my constituents who are under the impression they would be charged whatever time of the day and whatever direction they’re heading in,” he said.
The congestion charge needed to differentiate between local and commuter traffic and in some areas it could actually worsen traffic, he added.
“One of the worst accident blackspots is Stockport Road in Guide Bridge, which is why it was reduced to 20mph despite being a main road.
“Millions of pounds was spent to build the Lord Sheldon Way as a way of reducing traffic into Ashton but as it crosses the M60, drivers will go back to using Stockport Road – which doesn’t cross the M60 – to avoid paying. It’s absolutely crazy,” he said.
Ashton MP David Heyes also voiced his concerns during Tuesday’s debate.
He said: “Ashton-under-Lyne is dissected by the M60. Four of the wards in my constituency are on the inner side of the motorway, ringing Failsworth and Droylsden, and five wards are outside the ring, in Ashton-under-Lyne and Hollinwood.
“Many of my constituents have told me of their worries about the impact of the congestion charge as they move about their immediate localities.

What is the money to be used for raised from this new tax. Basically a tax on moving.
It will not be spent on buses nor the metro link. Why? well by the time the councilors /MPs and council pet projects take thier cuts their will be nothign left.Again the motorist is made to pay for the miss management of the council/ city finances.
So what does the C charge do.. it doesnt stop global warming.. it pushes cars trucks etc onto the roads bypassing the zone, causing congestion elsewhere. Britain is being laughted at becasue its the only country especially in Europe taxing its population to death in the missguided global warming effect. Funny Have we all seen the film by AL gore about the effects of global warming.. especally when you see ice bergs crashing off the antartic and the artic.... Look closely at that becasue .. its exactly the same scene as shown in the film day after tomorrow...
Global warming scare is a boon to the government allowing them to tax the life out of people. This goes along with all the green taxes... they are not being used to fund anything other than the MPs expense accounts. Not the NHS not the Armed forces Not pensions for the elderly.. And certainly not the quest for so called green energy...
Look at the total biofuels fiasco... now thats affecting world food supplies becasue so much land is being turned over... Ok great a renewable resource but it still puts into the atmospher hydrocarbons. .. Irony on Irony...
The C charge will cause the death of central manchester.. a hell hole at the best of times. But whos going to go shopping there.. Whos going to invest in new stores. Whose going to invest in new buisnesses.. Bye bye Arndale center, the large machester stores. Bye bye jobs..
You cannot compare london with manchester.. London has the transport system and makes millions from tourism too.. it Financial center can take this hit.. Manchester cant.. it hasnt got a tourism center..Its a provicial city.. and needs help not more taxes.. More should be done to take people into the city not discorage them. Forget this charge.. build more park and rides... make them accessable... that would make sence. not a c charge with no alternatives. You cannot introduce a c charge with no alternatives for people... Buses dont run on time. thiers limited rail service and parking at rail stations that go into the city and across the city. People are forvced to pay the congestion charge they have no alternative and this is basically extortion.

And by the way, wasn't David Heyes saying there was nothing to worry about a couple of weeks ago? Seems that he has not been able to alay his own fears!
