I don't think that's correct.
From the articles I've read there are 5 teams opposed to the Arsenal/Utd proposal - Chelsea, Manchester City, Fulham, West Bromwich Albion and Aston Villa
I think we'd all like to see a reduction in prices and the TV money going on that rather than to ever higher player wages.
But the FFP rules and suggestions as constituted in no way will achieve that aim.
