You will find that it is not a loan it is based on the capabillity to pay. When the deceased asstets are evaluated and the abillity of the person responsable for the funerals finances are assessed(i.e. the next of kin) the DWP then give a figure that is a non repayable contribution which is paid directly to the Funeral Director.
