They can say what they like but the statistics can be manipulated whichever way a particular interested party wants to use them!

But based on what they have put out, there is little change from last year which probably means they are doing a similar job and a similar number of people are taking the risk of driving under the influence and a similar number are getting caught out and will be subsequently banned!
