How much of an advantage is the electrification of these lines?

Given the current financial climate is the investment of approaching a billion pounds jusitifed in terms of the immediate benefits, or could this be delayed?

Likewise the new roof for Victoria, much needed as I am sure it is, I don't see it actually improving transportation?

This kind of "good to have" discretionary spend can surely wait?
