I have been near and witnessed some frightening scenes of hooliganism inside grounds and random acts of vandalism on the streets outside. Sometimes on packed terraces it was impossible to move away from trouble. At the time people used to make excuses like "...its only 5% of the crowd... just a few kids acting up..." The reality was that gangs of kids could get away with things in big crowds that they couldn't get away with alone. Even 5% of the crowd at Edgeley Park could cause a problem. Some of the worst I saw was at Millwall where it was more like 50% and in Glasgow.
The game has changed a lot over the years, mostly for the better, and most fans want their day out to be safe for their families. The very last thing the English game needs now is a place where gangs of 16 year olds are given a chance to go back to the days when they could get away with things in a big crowd. Don't fo it City; its just not a good idea. Don't fo it anybody; we've come a long way and going back is not a good idea.
