The answer to this is simple
At the moment, you can only sell a ticket per seat. If you don't have a ticket, you cannot get in and will not be allowed in
If safe standing was to be trialled, it would more than likely have dry runs with people invited to the stadium when a game is not being played to fill a standing section to see what the ceonsequences might be
When it is decided what is the maximum for that particular pen, tickets will only be sold up to that limit.
How hard is that to understand
As for Hillsborough, pretty obvious that if you let 3-4 times as many people in as was planned, and no escape because of the fences at the front, then a disaster waiting to happen is what it was
I would also expect a small section at the front with extra crush barriers for small children to go should they wish to keep them safe
