We already have safe standing, in all but name. As long as it can be guaranteed "one ticket, one seat position", there will never be another Hillsborough. Filling grounds way above their capacity, while boxing fans into pens, was always a disaster waiting to happen and I don't know how we got away with it until 1989. It also helps having people in charge who know what the $$$$ they're doing!
