When I worked the Wythenshawe civic centre centre as a copper in the early eighties I made cyclists remove the valve needle from the tyre so they had to push it home - or damage their wheels
Instant justice - had a couple offer to make a complaint and I would reply "simple, come in and I will write out a summons for riding on the pavement" "what do you want a fine or your tyres flat?" "learn the lesson"
Neverhad a complaint and funnily enough cyclists used to push their bikes through the centre and smile at me
Most respected how I dealy with it - It didnt go to court, they realised they were in the wrong, most laughed it off, and it worked. Other shoppers and shopkeepers would laugh out loud at it
Doubt you would get away with it now...
