That is this issue boiled down to the basics isn't it mate? The money was won by a specific proposal but realistically, who would be surprised if the council grabs and spends the money, but NOT on the proposal that attracted the monies? The root of the problem is that poiticians at all levels get away with this behavior because sheeple actually vote for them again and again, instead of holding them accountable for their actions.
