Indeed it is also an issue in the private sector, which also needs looking at. Those who milk the top are worse scroungers than any at the bottom of the scale and take money out of the system as the scale for those at the top is far more; and they have enough to begin with.

But the public sector should not be taking it's model from the private sector as it is run with public money. The government should be leading the way by balancing out salaries more appropriatly. Don't get me wrong expertise and skill need to be rewarded, but not at the cost of people who are working and working hard and are still living on the bread line.
