I am not sure about the relevance of some of this; the riot in Manchester was largely confined to a part of the city centre and did not seem aimed at the police, so what communities were affected, beyond shopkeepers, and how police relations contributed is not clear.

Those in Salford (or other cities) may have been different in nature, and in particular it would be interesting to know how much truth is in the story that certain criminals in Salford saw the more general disorder as an opportunity to embarass or even injure the police as retaliation for anti-gang initiatives.
