Because its not a charge for services, its a tax based on property value. As such its the owner who benefits from any increase in that value rather than the occupier (if they are not the same person), so they should be the one to pay tax on that increase.

Its also very diffiuclt to evade or avoid a tax based on property, as property can't be hidden or disguised as something else.
