Citycentre - maybe, but the politicians are restricted by the limited cash available.
Since the congestion charge was rejected, since the DfT are hardly willing to throw money at Metrolink it is not exactly easy to fund the improvements that are so desperately required on Metrolink.
Without Phase 3 funding it is hard to see the the M5000 trams having been purchase - they will eventually lead to better reliability.
Phase 3 will also bring us TMS, which will eventually lead to much better passenger information on stops and on trams.
The infrastructure should be able to cope, very easily, with the number of trams going over it, alas, for whatever reason, there are many more failures than we should be seeing.
If it is due to things such as TMS then I would imagine there is more a willingness to accept as it is all part of the long term improvements, it the faults are for other reasons it would be very interesting to hear them and what those involved have to say on the matter.
As it stands we are not able to give a balanced view on this as so much is never made public.
