That might be nice, but I suspect thats the sort of thing that happens either without the councile and large property groups noticing, or despite their interference, rather than becasue of them.

Perhaps they could take an empty or disused building and open it i up for use by independant retail or manufacutre, while supplying (or paying someone to supply) the support and back room facilities to help them function?
