They don't like to hunt and fly in the rain - not nest. They normally nest on rocky ledges of cliffs near to their food supply. That man made nest replicates their normal environment and also near to a food source; feral pigeons. The more Peregrines in the town centre the better as far as I'm concerned and they will only leave when the food source disappears - bonus - no more flying rats!
