The shop owners are insulting the people of Manchester by portraying there's some sort of huge problem on a daily basis that needs fixing by this method. It's just not true. No doubt they were given a good scaremongering talk to by professional thugs who are taking advantage of last years riot and trying to make a small fortune by basically take over the city centre.
