Martin, you seem to fail to grasp one of the comments by HGV - a line (track, cabling, overheads, temporary stop etc) is being laid, only to be pulled up again in a very short time period! The cost of material may be offset by recycling elsewhere but the cost of manpower (and cost to others) must surely be a significant waste of money.
