If you want to use Insurance as a fine to punish cyclists then say so. Bear in mind that you can't dictate the premium - that would be set by the insurers, but it's based on the risks involved not by some nutcase with an axe to grind against cyclists.

Sadly though, and as I said fairly clearly, most cyclists have insurance, so it's hard to force them to pay extra for something that is covered under the public liability section of their home contents insurance.

And I know not all cyclists will have home contents insurance, but then not all drivers have motor insurance.
