In a nut shell, a city the size of Manchester needs an A1 transport system, (just look at mainland europe) but even after these changes and improvements are made, it's still nowhere near enough. Years of neglect have seen cities such as Manchester, Liverpool, Birmingham and so on, fall way behind their european counterparts. At least now something is being done. That's the first time I've ever been told where the council goes.
