Sadly, not the case - EU-wide accident statistics show that people wearing helmets are just as likely to die in an accident as people not wearing helmets. Helmet-wearers are more likely to die from neck injuries rather than head injuries, and cars drive faster past and closer to helmet-wearers.
Which isn't to say don't wear a helmet if you want to, but there's no evidence for forcing other people to do so.
