I can't find the source now, but there is general agreement that about 100,000 people in the UK are accountable for almost 90% of all crime in the country. They are career and habitual criminals, and are arrested week in and week out. Of course they will get away with many crimes but, even when caught and put before a court again and again, they will be let out to continue offending almost straight away.
