A problem not mentioned is the poor state of the surrounding pavements. Manchester Council have numerous cobbles missing with feet of the fatality spot. It's only when they get a compo claim through do they actually go and repair them.
That said, many pedestrians are oblivious to approaching trams or traffic, something many of us were taught at primary school. Watched one person stood on the line on a mobile, back to a stopped tram which was sounding the (high tone) horn for 10 seconds.
I think that we need some form of well designed barrier (not railings) to physically make pedestrians turn to face the oncoming traffic.
