A couple of things Richard. The new schools could be of a very high standard but and here is the but, you really have to make sure you get a school that meets the latest design standards. Do not allow the contractor to derigate away from anything because they feel like it. It is possible to have a great school for the money on offer and a school which meets the latest EFA output specification which is the most onerous yet for delivering a quality learning environment. However doing what was done with BSF and giving the money to the main contractors such as Balfour Beatty, Kajima, Laings etc. will result in the same outcome, the contractors pocket 30% of the cash then make excuse after excuse as to why they have stripped back the quality of the building. Make sure the money is controlled by competent PM companies who are not affiliated to main contractors and you can have good quality schools. It will be tough as the output spec is tough, but lets not have the main contractors dictating quality and where and when money is spent. Never again please.
