When I was supply teaching in Manchester many of the children were non English speaking children of asylum seekers and immigrants in some schools around the city centre. No matter how good the buildings were there was just not enough space for the influx of children. New school buildings would just be the tip of an iceberg for a far more complex problem of too many people and overstretched facilities. The more children there are, the more staff are required and other resources. Money which could have been spent on buildings.
