Considering Labour was in "control" for about 13 years, why weren't they looking to the future as regards the increasing population situation? Perhaps "tin huts" might be a good idea, at least decades ago with the older type schools (and teachers) which taught the three R's properly, children could spell, add up, were better behaved and could string a sentence together. It's about time all this was brought back - along with discipline in classrooms (take a leaf out of the Leader's book and give them a slap), the wearing of school uniform, standing up when the teacher comes in and referring to them as Sir or Miss. We've got thousands of empty and unused buildings, why can't they be used as schools before they all fall into total disrepair and then get demolished? Perhaps it could come under the heading "recycling"!.
