Kagawa is quality. At least one of the following three is true of anyone who say differently or claim that signing him is a marketing trick:
1) has simply not seen him play
2) fail to understand that Dortmund, german double winners and Bundesliga champions two times in a row, is a better team than much lauded german rivals Bayern and Kagawa is their best attacking player
3) is a city fan
Only danger is that we don't use him rigth if he does sign. He is not a winger, he is a central attacking midfielder. Played on the wing he could very well be average. Played in his best position he is going to prove to be a great signing.
