ACPO is itself a strange beast, a PLC funded by the Home Office and Police Forces, it charges fees to endorse private security companies, run a number of secret investigative divisions (although these are reduced follwowing media revelations about what some of them were upto), may or may not be subject to the FoI Act, seeminlgy at the whim of its president and, according to The Daily Mail owns a £1.8 million portfolio of London property.

Scrapping it and redistributing its funds to police forces would be a start.
