While I tend to agree, I believe your well-thought-out plans to create more responsible cyclists, does not go nearly far enough.

Children, particularly the under-sevens, should be forced to read - even if we have to use eye-clamps - and memorise the HC; complete a three-year, university degree course and submit themselves to a form of testing - akin to that of the Spanish Inquisition - before being allowed near a tricycle... the louts!

Only upon completion, should they then be allowed to take to the highways and byways of this fair land.
