Drop the minimum wage for under 25s? That would only work if they made under 25s income tax exempt. Otherwise you'd have them working a full week & still living off benefits.
I like how Labour introduced a bribe to keep young people in education regardless of academic aptitude in the same year (same month even) as Poland joined the EU & the floodgates opened. And expected no-one to notice.
