TfM has just left the problem of unreliable trams to drift for years. I have seen plans for all the new lines but never a plan of action to fix the old trams.

Instead of leaving the new trams sat in the depot doing nothing why not use them for a while, take the old trams out of service and fully refurbish them. If that means rewiring them all then do it, but just get them fixed.
