Either spelling of Apparachik/Apparatchik is ok. When you translitterate from a different alphabet, the exact rendering of a particular symbol is academic.

I prefer "Apparachik" - you don't normally spell Chekhov as Tchekhov.

Not sure what this has got to do with local elections though.
