Was just about to post a similar comment. This farce will likely go ahead now because the vast majority of people are so apathetic they can't even be bothered to go out and vote NO.

Maybe it would be better to have an 'opt in' vote, as in, one is presumed not to want a mayor unless one goes out to vote for one. Then if enough numbers want a mayor they would obtain a genuine democratic victory.
