Setting aside the usual comments of 'castrate him' etc, I truly believe that if anyone who commits any horrific attack or offence and is not UK born that the only way to ensure this is not repeated is extradition after release. This is not a racist reaction but one borne of common sense and protection for others. If it is a UK citizen then obviously the insignificant signing of the sex offenders register could help, but release would have to have the offender wear a tag for 5 years after release to ensure the safety of females residing in the UK irrelevant of ethnic origin. Perhaps colour coding the tags with a prominent fluorescent colour say bright yellow (for cowardice) might serve to warn others who come in contact.
