In what way is this a "transport interchange"?

Are large numbers of people really going to cycle into the city centre, leave their bikes here then board trams or buses to travel out again?

I suppose a few might travel in by bus or tram then retrieve bikes they have left here overnight to complete their journeys, in which case the showers and cycle repair shop (unless the staff work a night shift) are in the wrong place.
