Direct comparisons between Norway and the UK are asinine.
Norway has a much lower initial crime rate and a much lower level of social disorder, bar some on the Black Metal side of things.
We do softly, softly here - it's why you can 50 plus previous crimes you've been given a slapped wrist for, and then get some community service you've no intention of doing whilst your victims life is ruined.
Recidivism rates for *non* prison sentences are also very high, so prison itself isn't the sole issue in all this, and prison has at least the benefit of providing society some respite from societies predators.
There is something deeply wrong with UK society, and has been for some time, so trying to apply Norwegian criminal solutions without tackling that first would achieve nothing.
