It's not a programming language, it's inappropriately named Hypertext Mark-up Language. It is a format specification, or a protocol for formatting content.

It is used to Mark Up (as in wrap with metadata) content that a browser reads and formats in it's own way.

It's a glorified document standard. It does not contain instructions for a computer to process.
