The first and most important reason that we incarcerate criminals is punishment,secondly to protect society from them, then rehabiltation, if at all they can be returned to society as useful , productive citizens,but there comes a time when habitual criminals who cannot or will not change there ways need to stay imprisoned, we no longer have the luxury of shipping them off to penal colonies, so the options are pretty limited, keep them in Jail!.
