why wouldnt 'such' people hold qualifications unless they are not afforded the opportunity. there are a huge number of ethnic doctors across the uk despite the fact that it is a far more difficult qualification to acquire. this proves 'such' people are capable so if they arent becoming teachers, it is more likely they are not being given the opportunity.
