Well said Neil. I've always argued that a Mayor for Greater Manchester would make more sense.
If you look at the shared services across the region (with the associated Boards & expenses that go with it), it would make more sense for someone to be co-ordinating waste, police, fire, airport & other region wide services - also working with the NHS for a co-ordinated approach across the region that politicians are only just waking up to.
