I'd rather see people pay for unemployment insurance, and the State provide a safety net of last resort - one with strings attached. Fairly sure clearing all the sick, discarded kebabs and general rubbish from the streets at 5am Sunday morning in exchange for unemployment benefits would see them reappraise just what constitutes a suitable job for themselves.
