I don't remember the Kremlin apologising to the Russian people either,for anything or Robert Mugabwe apologising to the people of Zimbabwe. It is just the way dictators work that is how they are! The only time that democracy has worked in Britain in general and Manchester in particular,was the vote for the congestion charge. There should be more of it starting with a referendum on Europe and Gordon Brown's sanity!
