Who is the returning officer and who pays him? Is he by any chance based at the Town Hall?

Surely it was obvious earlier in the day that there would be a huge turnout.

Fortunately, those who didn't get to vote would not have affected the result.

I nipped in to Beaver Road at 8.20.....there was noone there, other than officials.

Noting previous comments, there seems to be a case to see whether any of the chaos was orchestrated.
