I definitely agree with all the great suggestions below, such as naming a street, putting up a statue and creating a health treatment fund, but here's another one: why not set up some kind of award to fund new musical artists from the North West? Music and the NW region were Tony's greatest passions, so I just think he'd approve of a fund set up to support bands from his home town. Perhaps a recording studio could be set up in his name, or maybe a grant made available to help musicians pay for things like demo production and promotion? Also, why not have some kind of special event at In the City named after Tony? I'm sure it's the sort of thing Tony would have liked, as after all, it's in line with the work he did his whole life, giving NW bands their first break.
