I cannot believe what I have just read! What a joke. The law abiding good people of Manchester and surrounding areas already know what it is to be a "good citizen", and do not need to sign some silly documet to prove it! Sounds like some of your local councillors have too much time on their hands and are being paid too much money to come up with such a ridiculous idea. Should they not be concerning themselves with the real issues that are going on in your city? What about fighting crime and dealing with the scumbags in a way that most law abiding citizens would like to see? All you good people of Manchester should go to the meeting and ask what actually does go on in the "Ivory Tower" they call the Town Hall!
