What the heck is a PREFECT anyway? Sounds like a Roman Govenor or something. In anycase, stuck up schools often have stuck up rules. You can choose to go to such a school and live by the rules or find a school that is more liberal. I'd chose the latter. If the dude really wants to go to this school, then maybe he should just shave it all off or would that be against the rule too? Be a gangsta dude - shave it off.
