TheĀ stopper saved Ryan Harley's 89th minute spot kick just as Exeter looked set to claim three points.
Sean Gregan's first goal since November 2006 handed Athletic a point in a battle of two sides looking to avoid the drop.
The skipper equalised 10 minutes from time when Paul Jones failed to deal with Dale Stephens' left-wing corner.
Athletic had seemed set for defeat after Harley's seventh goal of the season put the Grecians ahead 13 minutes into the second half.
The midfielder sent Brill the wrong way from the spot after Reuben Hazell bundled Marcus Haber over inside the area.
One goal had looked likely to settle a game between two sides less than prolific in front of goal as Harley's goal was Exeter's first for 364 minutes.
With time running out, referee Steve Hooper infuriated Latics for a second time when adjudging that Hazell had bundled over Neil Saunders.
However, Brill dived low to his left to keep out Harley's penalty as Latics held on for a point despite five minutes of injury time.

Just think from 1990 to 2010 - twenty years that has taken this once proud club from the very top to the very bottom - but .... yes but ! by the year 2012 hopefully ???.... there will be a new ground and a fresh start in football probably in the Blue Circle League or whatever.
Disgraceful.... and only ONE MAN has been at the club in a capacity whereby he should have done something about this dreadful and unacceptable fall from grace - no excuses, he has to carry the can and some of the blame somewhere along the line.
Some people wonder how he has survived despite the club falling into liquidation at one point just 6 years ago when Neil and Sean bought the club from Chris Moore for £1.00 and whilst he was in control of everyday business at B.P......where he has been for many years, yet he still remains in office.... but nearly saw the end after a row with Chris Moore....that ended up with him getting the sack for about 3 weeks or was it 6 ? .....then Chris Moore decided he'd had enough too, do you often wonder why ?.... I do and quite frequently.
One day when it's all too late, when the present owners realise that by bringing in Lee Hughes with a Manager who was not experienced enough to handle him, then sack the Manager who has since gone on to Manage elsewhere with a club who appear to be having some success, you have to wonder did the TTA make the right decision in sacking him ?.... we'll never know I guess... one thing for sure is -they, TTA have a terrible record with their Management appointments at B.P.so far.
There's talk of the Club and Town favourite - Andy Ritchie waiting in the wings for the call, yet denied by the C.E.O.....and with a statement that "this present Manager is the man for the job"....to achieve what ?.... relegation into the second division ?.....no chance I'm afraid...yet and I'm fairly sure that if Andy (Stitch) Ritchie did get the call it would probably save the club from the terrible end it now faces.....and let's be honest he (Andy Ritchie) never had a fair crack of the whip when he did have the job.....at least he's heart and sould in Oldham.... in fact the way we are playing at present he would probably do a great job in the forward line, despite his age, he's still a lot fitter than some of our present lot.
Then they claimed to have made a mistake sacking Ronnie Moore... most fans would disagree with that as he simply would not communicate with the fans other than to wind them up and antagonise them......he had an initial good run at Tranmere since, the they sacked him, then an initial good run at Rotherham.....and now look what happening there ?....
Then there's the players... what or who on earth advised them about Chris O'Grady - an Oldham singed and registered player..... yet whacking in goals for fun at Rochdale, whilst Oldham didn't even have a fit striker on the books, well to be fair not even a striker to be honest, yet we let him go to our friends at Spotland for a pittance, then of course there is the latest "new star" on the horizon also at Rochdale - Dawson the Centre half/Striker who between him and O'Grady they've scored more goals than the entire Oldham Team so far this season, creating rave reviews amongst the Premiership big boys and expected to command a million pound plus fee - he was at Boundary Park first and we said we didn't want him !
Sadly this is a story which has been repeated year upon year at B.P. and you canvirtually guarantee that week upon week there will at least 4 sometimes 5 or more ex Latics players scoring goals for their present team....yet we can't manage it, in fact the story has it that some of our players could not score in a brothel ?????.... apparently some have !
What I do know is that after spending almost three quarters of my life swatching and supporting my home town club.... I cannot for the life of me, bring myself to go to B.P. anymore to witness this latest dross being served up by a group of players who at times look lost and just a shadow of their former selves....goodbye Latics..
