He rides for Premier League Glasgow but will be used by the One51 Aces as a cover rider.
He caught the eye of the Belle Vue management last season when efforts to give him bookings failed to work out because of his Glasgow commitments.
He has been recommended by Aces finance director Gordon Pairman, who is also a promoter at Glasgow.
Aces team manager Chris Morton said: "Josh is one of a group of up and coming young Australian riders who showed good form last season.
"We have been looking for a good youngster to sign as our number eight and he will fit the bill perfectly.
"We considered using him a couple of times last season as a guest but each time he was otherwise engaged."
