Many top Elite League riders supplement their income by racing in Sweden and Poland, but lower echelon racers feel the financial pinch. Now clubs have been given permission for two Premier League riders, with an average below eight, to share a place with an Elite League club.
It means that 21-year-old Boxall, desperate for as much racing as possible after missing most of this year with an arm injury, can ride in both divisions.
Canterbury-based Boxall, recovering from a three-hour operation to mend a broken arm socket and serious tendon damage, is keen to return to Belle Vue even though he had managed only three meetings for the club before injury.
He said: "I was so grateful to the Aces for giving me the chance to ride in the Elite League last season and I want to go back there and show them I can do it at that level."
Team boss Chris Morton said: "We are still discussing the results of the meeting, but I can say that we are likely to take advantage of the rule change and have two Premier League riders sharing a place."
Belle Vue's biggest problem has been caused by the shock decision of star man Jason Crump to quit racing in the Elite League.
He would have taken up more than a quarter of the allowance and now the club will build a more balanced team with the 39 points allowed shared out more evenly.
Supremo David Gordon said: "It's not a question of replacing Jason because he's irreplaceable. He's the best in the world in my mind but now we are building a different kind of side."

Unfortunately I fell that there'll be a lot of riders out of work towards the end of the season as the BSPA have finally hit the self-destruct button with the new rules.
Stupid, ill-thought-out, desperately out-of-touch with the paying customers. I wouldn't be surprised if Sky didn't pull the plug.
The rules should be simplified not more complicated. Bring back the old tac sub rules that aren't totally stacked in favour of a top-heavy team as in recent years, bring back the original bonus point scheme for an aggregate win. If you they'd wanted to experiment with points, try the 4-3-2-0 that they tried a few years ago in the KO Cup which will encourage team riding.
