Several clubs have been after 19-year-old Forsberg, who rides for league leaders Vastervik, but he has opted to follow Swedish Grand Prix star Antonio Lindback to the Aces.
He will make his debut in next Monday's tough match against title-chasing Swindon (7.30pm) after his route to the Aces had been smoothed by Swedish team manager Mats Olsson, who also brokered the Lindback move.
The final details were sorted out on Saturday afternoon when Belle Vue chiefs David Gordon and Chris Morton met Olsson in the pits at Cardiff's Millennium Stadium before the British Grand Prix. Forsberg finally completed the move last night.
Gordon said: "We had several options, which included more experienced riders, but Forsberg is a young rider who is being tipped for a big future. He is already collecting some good scores in a very tough league in Sweden.
Concerned
"He is very keen to come to England and Mats Olsson is happy for him to join us, especially as he was concerned about all the approaches being made to the rider.
"He felt it was best the situation was sorted out and we have a rider who wants to race for Belle Vue.
"We want to put young riders into place for the future and Forsberg fills that requirement. Our captain Joe Screen has seen him racing in Sweden and has given him a good recommendation."
Swedish manager Olsson said: "Billy is a very, very good young rider. He has been progressing steadily for some time and, all of a sudden, he's up there racing against the top guys in a tough league."
Sheffield's Joel Parsons will guest for the Aces in Wednesday's Elite League match at Arena Essex-Lakeside.

His scores for Vargarna in the Swedish 2nd division are impressive and he's scoring consistently in the Swedish Elite.
I like the idea of building a solid young asset base for the future.
The next one to sign MUST be Joshua Auty. We can't let him get away.
